6、ourcemanagementsystem、effectivedigitalresourceinformationservicesystem、advancedpublicweb.Thispaperdesignsthewayofresource’snofreeusing、takingthemodeofyear-charge,bringsforwardthedetailedplanofgradingconstructing.广东省教育厅出于对高等院校的教学科研及基础教育的发展需要考虑，决定建立一个基于因特网的高校数字图书馆，此项工程具体实施交给了华南师范大学图书馆。本人有幸参加

7、此项工作并具体负责数字图书馆系统建设等工作。在此前的工作中，我对国内高校系统数字图书馆发展的现状及需求作了大量的调研工作，并且在今年参加了北京数字图书馆国际研讨会，下面就是在此基础上，对高校数字图书馆总体发展模式的一些研讨。一、高校数字图书馆工程建设原则41高校数字图书馆项目是一项长期的系统工程，需要投入大量的资金和人力。因此，资规划实施过程中要本着精心组织、注重实效的精神，坚持统筹规划、合理布局、分步建设、分级管理、共建共享、高度开放，要以最快的速度、最小的投入，达到最好的效果。在建设中应着重考虑充分利用现有资源
