1、我国非营利组织发展的困境的对策研究［摘要］伴随市场经济的发展，非政府组织在社会屮的作用和影响力口趋扩大。其最大优势在于能够满足很多需要、解决社会问题而又无需运用政府的资源和权烕。政府和非营利组织是社会公共事务管理的两大主体。政府作为公共权利的载体，对非营利组织的认知和规制直接影响到非营利组织的发展，处于相互作用的角度，非营利组织的良好发展状况对政府的治理又具有重要的支持和制约作用：一方面，非营利组织参与社会公共事务的管理，协助政府建设社会公德，代表公众监督和制约政府，促进精干政府、高效政府、法治政府的形成；另一方面，在非营利组织的发展过程中，政府扮演能促型角色，为其发展创造良好的社会
