3、eralprovisionsArticle1ThisLawisenactedforenhancingsupervisionandcontroloverworksafety,preventingaccidentsduetolackofworksafetyandkeepingtheiroccurrenceatalowerlevel,ensuringthesafetyofpeople'slivesandpropertyandpromotingthedevelopmentoftheeconomy.Articl

4、e2ThisLawisapplicabletoworksafetyinunitsthatareengagedinproductionandbusinessactivities(hereinafterreferredtoasproductionandbusinessunits)withintheterritoryofthePeople'sRepublicofChina.Wherethereareotherprovisionsinrelevantlawsandadministrativeregulatio

5、nsgoverningfirefighting,roadtrafficsafety,railwaytrafficsafety,waterwaytrafficsafety,thoseprovisionsshallapply.Article3Inensuringworksafety,principleofgivingfirstplacetosafetyandlayingstressonpreventionshallbeupheld.Article4Productionandbusinessunitssha

6、llabidebythisLawandotherlawsandregulationsconcerningworksafety,redoubletheireffortstoensureworksafetybysettingupandimprovingtheresponsibilitysystemforworksafetyandimprovingtheconditionsforittoguaranteeworksafety.Article5Principalleadingmembersofproducti

7、onandbusinessunitsareinfullchargeofworksafetyoftheirownunits.18Article6Employeesofproductionandbusinessunitsshallhavetherighttoworksafetyassuranceinaccordancewithlawandtheyshall,atthesametime,performtheirdutyinworksafetyinaccordancewithlaw.Article7Trade

8、unionsshall,inaccordancewithlaw,makearrangementforemployeestoparticipateinthedemocraticmanagementofandsupervisionoverworksafetyintheirunitsandsafeguardthelegitimaterightsandinterestsoftheemployeesinworksafety.Article8TheStateCoun
