1、⑨硕士学位论文MASTER’STHESIS内容摘要随着科学技术的发展、城乡居民生活水平逐步提高和老龄化进程加快，居民的疾病谱和死因谱已经发生了显著的变化。慢性病成为一个严重的社会的问题：对生命构成了严重的威胁；国家、社会、家庭为此背负了沉重的经济负担；慢性病应以预防为主，且成本一效益显著，是急需的一项重要投资。本文第一章开篇即对以上问题进行了阐述。第二章分析了慢性病凸显的原因。我们不应该割断历史，故先从历史视角透析原因；长期以来存在的对慢性病的误解，重治轻防观念未能转变，是认识上存在的原因；历史原因和认识原因，在现实生活中表现为卫生体制不顺，经费不保，公共卫

2、生松驰，慢性病预防与控制工作的现实原因不言而喻。第三章是慢性病预防与控制的对策。整体对策是加强健康教育提高全民健康意识，个人培养良好的文明生活方式，国家转变卫生政策增加投入，卫生系统扎实开展综合干预，社会全方位支持配合。本文主要从宏观上考虑问题，探讨的对策有所侧重，具体到有关卫生医疗领域该如何实施，本文着墨不多。第四章寻求慢性病预防与控制的哲学的和医学伦理的基点，用来指导防治工作。生命的意义，是慢性病防治的伦理基点；有限与无限的统一，是慢性病防治的现实选择；国家、社会、个人共同履责，是慢性病防治工作所期盼的良好局面。关键词：慢性病；卫生：预防与控制Abstr
