2、nandhasalsobecomeapolicypriorityinthehumanitarianfield.Thecentralthesisoftheglobaldiscourseon‘childsoldier’isthatchildrenhavenoplaceinwarunderanycircumstanceandthatchildsoldieringisanunambiguousviolationofuniversalchildren’srights.Withthisbelief,humanitarianorganization

3、shavelobbiedforvariousinternationallegalinstrumentsthatprohibitthemilitaryrecruitmentofthoseunder18-year-oldsandholdadultswhorecruitchildrencriminallyculpableforwarcrimes.Atthesametime,theimagesandtalesofchildsoldiershaveproliferatedinsuchawaythat‘childsoldiers’hasalmos

4、tbecomeamoralandemotionalissue,withactivistsandorganizationstakingitonwithalmostmissionaryzeal.IntheEasternDemocraticRepublicofCongo,childrenareincreasinglyvictimizedandtraumatizedbytherecurrenthostilities.Ms.Coomaraswamy,specialrepresentativeoftheSecretary-GeneralforCh

5、ildrenandArmedConflict,urgesthepartiestotheconflicttohaltfightingandtotakeallnecessarymeasurestoprotectciviliansincludingchildren.TheSpecialRepresentativeraisedspecificconcernsaboutthesystematicuseofsexualviolenceasaweaponofwarandchildsoldiering.Widespreadrecruitmentofc

6、hildrenbythetroopsofLaurentNkundaandtheMaiMaicontinues.Forcingchildrentoparticipateinthehostilitiesisawarcrime.On17September2008,theLord’sResistanceArmyattackedanumberofvillagesinCongoandabducted90childrenfromtheirschools.TheSRSGandUNurgentlycalledforimmediateanduncondi

7、tionalreleaseofalltheabductedchildren.Therearedocumentedcaseswherechildrenkidnappedbygroupsinthisregionhavebeenforcedtofightaschildsoldiers,andwhereyounggirlshavebeenrapedandusedassexslaves.ThesituationinCongoandUgandaisseverenotonlyduetotheseverityoftheattacksagainstwo
