1、China:10YearsafterJoiningtheWTO OnDecember11,001,ChinaofficiallyjoinedtheWorldTradeOrganization(WTO),makingthedreamofseveralgenerationsofChinesepeoplecometrue.Sincethen,lookingbackatwhathappened,PascalLamy,director-generaloftheWTO,gavean“A+”ratingforChina’sperfor
2、manceintheWTOinthepasttenyears. OnNovember15,1999,Chinaandthesignedthebilateralagreement.OnMay18,000,ChinareachedanagreementwiththeEuropeanUnion.ThesetwoagreementseradicatedthelargestobstacleforChinainjoiningtheWTO.In001,ShiGuangsheng,thentheMinisterforForEignTra
3、deinChina,signedtheagreementonChina’sjoiningtheWTO.FromsubmittingtheapplicationonJuly10,1986,tofinallyjoiningtheWTO,Chinawentthrough1yearsofnegotiationsandmeetings.ZhuRongji,formerChinesepremier,oncesaidthatheandhiscontemporarieswouldseetheirhairturngreybeforehear
4、ingofChinajoiningtheWTO. MoreChallengesthanOpportunities MostpeopledonotunderstandthedifficultiesanduneaseduringthenegotiationsoftheWTO.Whenrecallingthecurrentsituation,ZhangXiangchen,directoroftheresearchofficeofChina’sMinistryofCommerce,said:“Thebiggestdifficu
5、ltyatthattimewaswhetherjoiningtheWTOwouldbringusbenefitsorharm.SomeofusworriedthattheautoindustryandtariffinChinawouldbeaffectedafterjoiningthisorganization.Fortunately,10yearshavepastandourworriesneverbecameareality.” Inordertomakemoreprecisejudgments,ZhangXiang
6、chenandhiscolleaguesspentalotoftimeandenergyonanalysisandforecastingandprovedthatjoiningtheWTOwasacorrectmoveforChina.Thisreassuredpeoplepresentatthenegotiation.However,asZhangXiangchensaid,thecorrectmovedidnotmeanthattherewerenoproblems.Forexample,thereweredisput
7、esoverreducingorcompletelyremovingtariffsforsomeproducts.Theresultprovedthatitwouldbeunimaginableifthetariffsforsomeproductswerecompletelyremoved. ItisnotanexaggerationtosaythatChinawentthroughcompletechangesafterjoiningtheWTO;thecountrybegantoimproveinallrespect
8、sandbegantobeintegratedintotheworld;itsstrengthwentupandthereformdeepened;ithasbecomemoreinternational-izedandtheChinesegovernmentandenterpriseshavepass
