1、“女童保护”项目守护花蕾　　Since2003,casesofsexualassualtsofchildrenhavekeptonahighlevel.FromJanuary1toDecember31,2013,thecasesexposedbymediawereashighas125.Therewasacaseexposedevery2.92days.InMay,2013,therewere14casesofsexualassualtsofchildrenundertheageof14in20days.Girlsneedspecialcareanda

2、ttentionfromthesociety.Inthisbackground,morethanahundredfemalejournalistsalloverthecountryco-launchedthepublicwelfareprogram“GirlsProtection”underChildren’sSafetyFundofChinaSocialAssistanceFoundationonJune1,2013.Afewdaysago,thereportermadeanexclusiveinterviewwithMs.SunXuemei,the

3、founderoftheprogramandajournalistofBeijingTimes.　　2013年以来，性侵儿童的恶性案件在中国各地呈持续高发状态，自2013年1月1日至12月31日被媒体曝光的案件就高达125起，平均2.92天就曝光一起。其中，仅2013年5月，20天内就有8起14岁以下女童遭遇性侵的案例。女童，需要社会给予特别的关爱和照顾。为此，2013年6月1日，中国各地100多名女记者联合发起了设立在中华社会救助基金会儿童安全基金下的公益项目――“女童保护”。日前，本刊记者专访了“女童保护”项目的发起人、京华时报记者孙雪梅女士。16

4、　　Socialbottomlineisviolatedrepeatedly　　社会底线屡次被触犯　　Thesexualassualtsofchildrenin2013showedthattheageofvictimswasonthetrendofbecomingyoungerandthemajorityofthevictimswereprimaryschoolstudents.Accordingtothestatisticsof“GirlsProtection”program,amongthe419victimswhoseageshavebeenre

5、portedpublicly,therewere340victimswhowereagedfrom8to14,accountingfor81.15%.(Thevictimswhoseageshavenotbeenreportedpubliclywerenotincludedinthestatistics.)　　Mostofthecriminalgroupswereteachers,amountingto33.Thenumberofcriminalcasesofheadmasterswas10,takingthethirdplace.Thenumbero

6、fcriminalcasesofofficialswas6.Thiswasagreatstrikeonthepsychologicalandmoralbottomlineofsocietyandhadanegativeeffectonthesenseofsafetyofminorsandtheirguardians.　　Thestatisticsofthe40casesofsexualassualtsofchildrenin2013releasedbyBeijingYouthLegalAidCentershowedthatthepercentageof

7、sexualassualtsofstay-at-homechildrenaccountedfor47.5%.HaidianCourtissuedasurveyofsexualassualtsofyounggirlswhichshowedthatmostofvictimswereprimaryschoolstudents,mainlythechildrenofmigrantworkers.16　　总结2013年性侵儿童案件案件的特点，受害人群呈现逐渐低龄化趋势，尤其以8岁到14岁的小学生居多。据“女童保护”项目统计，被公开报道年龄的419名受害者中，8岁

8、到14岁的有340人，占总量的81.15%（公开报道未公布受害者年龄的未统计在内）。　　犯案群
