1、摘要为了合理评价我国城市水务现代化建设情况，发现水务建设中存在的问题和今后努力的主要方向，做出科学、合理的规划，本论文紧密结合我国当前水务建设的实际情况，对城市水务现代化评价进行了比较系统深入的研究。论文的主要内容包括：1．论述分析了水利现代化和国家现代化在国内外研究动态，总结目前该研究领域存在的主要问题和本论文研究的必要性。2．探讨了城市水务现代化评价的理论与方法，包括城市水务的概念、城市水务现代化的内涵、水务建设的原则和指导思想等。3．阐述了评价指标体系构建的原则，利用系统分析方法和综合分析法，从防洪减

2、灾、水资源配置、水生态环境和水务管理四个方面出发，构建了城市水务现代化评价指标体系。4．以发达国家的标准作为标准值，应用相对隶属度法，对城市水务现代化评价指标进行量化，利用层次分析法确定权重，最终建立城市水务现代化多层次模糊评价数学模型。．5．利用建立的评价指标体系和多层次综合评判数学模型，对z市进行了实例研究，得出评判结果，并用协调发展度模型进行分析，结果表明，所建立的评价指标体系和采用的评估方法是合理可行的。关键词：城市水务；现代化；评价指标体系；评价模型；协调发展度；ABSTRACTInorderto
