7、口、资源、环境问题反思的基础上逐步形成的，其核心是正确处理农业发展与资源、环境、社会的关系，促进社会、经济、生态三方面效益的统一和协调，从而实现农业的持续发展。由于特殊的社会、经济、自然、生态、地理区位等因素的影响，农业可持续发展在我国社会经济发展中具有十分重要的战略意义(张小乐，2004；周昌贡，2004；程永照，2006)。烟叶生产的可持续性是农业可持续发展的有机组成部分(熊莉，2005)。我国是世界最大的烟叶生产国和消费国，烟草行业在近20年一直是我国税利第一大户，“两烟”的生产和发展
