1、流域初始水权分配中的博弈分析研究生：释云导师：陈森发(教授)东南人学摘要我国的水资源形势十分严峻，人均水资源量日益紧缺，水生态严重破坏，水事矛盾不断，水资源的供需矛盾与门俱增，同时也制约了我国国民经济和社会的发展。水权、水市场理论为缓解这些问题开辟了新途径。为此，为了水资源的高效、可持续利用和社会经济的可持续发展，建立可交易水权制度是必要的。目前水权界定的模糊是阻碍水权交易制度建立的较大障碍，为此要明晰水权，确定初始水权。本文首先介绍了博弈论的基本理论，接着说明流域初始水权分配的必要性、流域初始水权分配的基本原则及流

2、域仞始水权分配的传统方法，然后根据公平性、有效性、可持续性三个因素建立三个子系统，合并成一个多层次的模糊优选系统，然后采用引入了相对隶属度的多层次多目标模糊优选理论由下向上进行计算，最终实现初始水权的分配。通过两阶段动态博弈模型对多层次多目标模糊优选理论得出的初始水权分配方案进行分析调整，得出更切实际的分配方案。最后对塔里木河流域初始水权分配进行实例研究，结果表明与原分配方案相符，符合实际。关键词：流域初始水权分配；多层次多目标模糊优选理论；博弈论；两阶段动态博弈模型TheAnalysisofGameTheoryin
