1、分析社区公共安全网络行政协同治理机制的不足和难点，进而提出我国社区公共安全网络行政协同治理机制的完善之道。本文的主要观点是：社区公共安全网络的协同治理机制，应该更注重于社区安全网络的社会互动与网络涵盖是否符合公共利益，以及相关利益群体的动员情形与群体参与是否足以影响或改变行动方案。此外，把安全网络视为一种治理途径，需要同步关注成功及失败的因素，发起与支持互动过程，必须把几个重要的因素考虑进来，包括网络成员之间的互赖性、关系形态、以及互动的规则。除了影响网络成员的互动以外，为了促进网络成员间的合作，网络往里必须考虑到网络结构与文化。社会安全的概念仍处于转变演化过程中，需

2、要一个全面的概念架构作为引导各项政策设计与体制改革参考。本研究并不企图提出全面性的概念架构，但致力于在“持续保持社会的安全”这一主旨下，强调一个更加协调和有创意的变革管理。关键词：社区；社区公共安全网络；协同治理机制IIAbstractThecommunityis“themicrofilmsocial”，whichisalsoavisibleandintuitiveperceptionoflifescenes．Awell—functioningcommunitylifeisabasicsecurityconditionsofsociallifeforthehealth

5、thesocialaspectsofsecurityintheeventofanemergencyandcrisis．Nowadays，communitypublicsafetyproblemsisgettingworse，thefrequencyofoccurrenceofaccidentsanddisastersaregettinghigherandhigher,whichmadetheeconomiclossesandsocialconsequencesbroughtmoreandmoreamazing．Therefore，studyingthecommunit

6、y-basedpublicsafetymanagement，meansalotforpromotingurbanpublicmanagementtheoryandcommunitydevelopmenttheory，forimprovingandoptimizingthestructureofurbangovernance，forenhancingthesecuritylevelofthecity．Nowadays，governmentplayamainpartinmultiplecooperationmechanisms，itistimetostimulatethe

7、enthusiasmofotherpartsandmakeanetworkedcollaborationbetweenthem．Suchanetworkcollaborativesupplymechanismisgoodfortheeffectivesupplyofpublicservices，suchaseducation，povertyalleviation，women’Sandchildren’Sprotection，environmentalprotection，laid—offworkersjobtraining，socialrelief．
