1、摘要电能作为我国重要能源之一，对经济的持续发展具有重要的作用，降低线损率是提高电能利用率的重要措施。分析造成损失的重要原因——高科技窃电问题日趋严重，进一步加剧了电网线损居高不下。目前，窃电手段十分隐蔽，专业化、职业化窃电现象越来越严重，传统的监测手段存在查窃即时性差、窃电后取证困难的问题，并且对分流、强磁铁、遥控器等高科技窃电手段难以有效防护。本论文从电力系统的现状出发，通过电能计量原理及窃电原理分析，找出窃电的具体原因，并针对保定市区配电网设计一种有效的反窃电降损方案，并将该反窃电技术方案应用于试点高损线路。本论文在反窃电技术方案的设计应用方面主

2、要做了如下工作：1．反窃电研究室及远程反窃电主站建设，实现了试验与实际相结合。既完成了反窃电的仿真与培训，也实现了对重点用户的远程稽查。2．利用高压探测器快速将线路分段监测，缩小稽查范围，利用远程稽查仪迅速准确锁定窃电用户。本文分析窃电特点，根据其特点阐述并总结了反窃电的技术和手段，从远程、实时查窃电方面设计一套反窃电降损方案，探索出了一种有效的反窃电方法，具有十分重要的经济意义和社会价值。关键词：远程反窃电，系统降线损，电能计量华北电力大学硕士学位论文AbstractPowerasoneoftheimportantenergyinChina，con
