1、摘要新课程标准的颁布与实施，掀开了我国基础教育改革的新篇章。原有的教科书出版模式已经不能够满足教育改革的需要和时代的发展要求，各地教育资源与发展水平的不均衡也要求尽快改变这一出版模式，呼唤与本地区水平相适应的教科书的山现。政策和客观需要的共同推动，促使教材多样化、多品种化的建设步伐加快。我国中小学教科书出版格局从人民教育出版社的“一统江湖”转变为目前的“一花独放与万马奔腾”的局面。这种局面的出现有国家政策引导的原因、也有众多教科书出版社缺乏长远目光，追逐短期效益的冈素。竞相教材立项、编写：大量选题重复，资源浪费严重；教材发行、使明过程中的寻租行为催生教育腐败；教材印

2、制时间安排缺乏合理性，存在质晕隐患；过度的价格竞争影响出版社的进一步发展⋯⋯风雨过后，迎来一阵平静。随着出版业改革进程的加快，政府采购、降价、竞标等一系列教育改革措施的实施，教科书的出版利润丈幅度下降。面对激烈的竞争与生存压力，众多业界人士开始反思当前的出版格局是否合理、目前的格局是否就是我们想要的、现有的诸多问题应该如何规避⋯⋯现在确实到了出版人应该冷静思考的时候了。论文将哲学否定之否定规律贯穿全篇，依据经济学寻租、路径依赖等相关理论，从基础教育图书出版全局入手，阐述教科书出版独有的重要性：审视目前的教科书出版格局。分析其存在的弊端并提出相应建议。结合各种左右教科
