1、西安建筑科技大学硕士学位论文产业集群创新能力评价与对策研究专业：行政管理硕士生：梁倩指导教师：方永恒副教授摘要产业集群创新能力评价不仅是人们认识集群创新活动本质、系统总结集群创新经验的重要工具，也是政府对集群创新活动进行宏观调控、科学制定集群创新政策的重要依据。文章运用理论阐述与数理模型构建相结合的方式，以产业集群创新理论为基础，以产业集群创新能力为研究对象，将产业集群创新能力的影响因素分解，设计出产业集群创新能力评价指标体系，并结合主成分分析法构建了产业集群创新能力的评价模型。首先，阐述了产业集群创新理论的相关内容。按照“结构—功能”

2、的逻辑，在剖析集群创新网络结构的基础上，深入分析了产业集群创新的动力来源及优势，并从知识流动能力、创新投入能力、创新支撑环境、创新产出能力以及创新绩效五个方面剖析了产业集群创新能力的影响因素，从而为构建产业集群创新能力评价指标体系奠定了理论基础。其次，探讨了构建评价指标体系的原则，在该原则指导下将集群创新能力分解为28个可测度的子指标，其中包含9个定性指标和19个定量指标。第三，在分析多指标综合评价法的基础上选取主成分法作为评价方法。并将指标体系与评价方法相结合，构建了产业集群创新能力评价模型。第四，运用前文提出的理论模型，以我国百强产
