2、从业人员近万人，年产值12亿多元。近几年来桐城制刷企业数量保持较快增长，生产能力也有较大幅度提升。但是严重制约桐城制刷产业集群发展升级的问题逐步暴露出来，诸如集群创新能力不足、同类企业低价恶性竞争、中介机构作用没有充分发挥等问题，解决这些问题，对于刷业集群的发展升级、提升集群的竞争力和集群的持续健康发展意义重大，避免集群未发展至成熟阶段就走向衰退。在对产业集群理论、产业集群升级理论进行综述的基础上，本文着眼于桐城市制刷产业集群的现状、面临的主要问题，运用区位基尼系数、集群指标变动图等方法判断该集群的发展水平以及所

3、处的生命周期阶段，指出桐城市制刷产业集群目前正处于产业集群生命周期的快速成长阶段：本文然后介绍中国刷业基地安徽省潜山县源潭镇的制刷产业集群，总结其发展的成功经验。论文最后指出要借鉴源潭制刷集群的经验，并从产品和工艺升级、提高集群创新能力、加强政府和行业协会的作用等方面提出桐城市制刷产业集群发展、升级的有针对性的对策建议。关键词：制刷产业集群集群发展集群升级桐城安徽大学硕士学位论文安徽省桐城市制刷产业集群发展与升级研究ABSTRACTThispaperconcernsdevelopingandupgradingof
