3、yrevieworupdateofasphereofinfluence,theCommissionshallconductaservicereview–acomprehensiveevaluationoftheabilityoftheagencytoprovideservicewithinitsexistingjurisdictionandwithinitssphere.GovernmentCode§56425(f)statesthattheCommissionshallupdateallsphereseveryfiveyears,meaningthattheCommissionmustals
4、oconductservicereviewsonafiveyearcycle.Eachofthe58LAFCOsmayadopttheirownapproachtofulfillingtheservicereviewandsphereupdaterequirements.Tofulfilltheseresponsibilities,theCommissionadoptedascheduleforservicereviewsandsphereupdatestobegininlate2001andendinlate2005.Indevelopingthisschedule,LAFCOofNapaC
5、ountydeterminedthatthecomplexassignmentbeforeitmustbeaccomplishedthroughaseriesofstudies.Someofthesestudiesaredesignedtoconductananalysisofonetypeofserviceacrossmanyagenciesand/orareasinNapaCounty,whileotherstudiesfocusonthebreadthofservicesofferedbyoneagency.Overlapisaninherentcomponentofthisapproa
6、ch–anygivenagencymaybeevaluatedinthecontextofseveralstudies.Asaresult,thereisthepossibilitythatreportslaterintheschedulewillgiverisetoreconsiderationofconclusionsdrawninanearlierstudy.Inaddition,thisapproachmeansthatLAFCOwillnotfullymeetitsstatutoryobligationsuntilthecompletionofitsadoptedschedule.W
