2、thePeople'sRepublicofChina,theVocationalEducationLawofthePeople'sRepublicofChinaandtheLawofthePeople'sRepublicofChinaonPromotionofPrivately-RunSchoolsforthepurposesofstandardizingChinese-foreigncooperationinrunningschools,strengtheninginternationalexchangeandcooperationinthefieldofeducationandpro

3、motingthedevelopmentoftheeducationalcause.Article2TheseRegulationsapplytotheactivitiesofthecooperationbetweenforeigneducationalinstitutionsandChineseeducationalinstitutions(hereinafterreferredtoasChineseandforeigncooperatorsinrunningschools)inestablishingeducationalinstitutions(hereinafterreferre

4、dtoasChinese-foreigncooperatively-runschools)withintheterritoryofChinatoprovideeducationservicemainlytoChinesecitizens.Article3Chinese-foreigncooperationinrunningschoolsisanundertakingbeneficialtopublicinterestsandformsacomponentofChina'seducationalcause.　　ForChinese-foreigncooperationinrunningsc

5、hools,theStateadoptsthepoliciesofopeningwidertotheoutsideworld,standardizationofrunningschools,exercisingadministrationaccordingtolawandpromotingitsdevelopment.　　TheStateencouragesChinese-foreigncooperationinrunningschoolstowhichhigh-qualityforeigneducationalresourcesareintroduced.　　TheStateencou

6、ragesChinese-foreigncooperationinrunningschoolsinthefieldofhighereducationandvocationaleducation,andencouragesChineseinstitutionsofhigherlearningtocooperatewithrenownedforeigninstitutionsofhigherlearninginrunningschools.Article4ThelegalrightsandinterestsofChineseandforeigncooperatorsinrunningscho

7、olsandofChinese-foreigncooperatively-runschoolsshallbeprotectedbythelawsofChina.　　Chinese-foreigncooperatively-runschoolsshallenjoypreferentialpoliciesmadebytheStateandenjoyautonomywhenconductingeducationalactivitiesin
