4、aldroughtslargelydecidethevariabilityandavailabilityofwaterre-sourcesofariverbasin.TheEastRiverbasinbearstheheavyresponsibilityforwatersupplyforthemegaci-tieswithinthePearlRiverDeltaregionandthoseinthevicinityofthePearlRiverDeltasuchasShenzhenandHongKong.About80%ofthew

5、aterconsumptionofHongKonghastobesatisfiedbythewatersupplyfromtheEastRiver.Inthiscase,thesustainablewatersupplyfromtheEastRiverbasinwillbegreatlysig-nificantfortheregionalsocialstability.Inthisstudy,statisticalbehaviorsandrisksofthehydrologicaldroughtsoftheEastRiverbasi

6、nareevaluatedusingcopulafunctionsandthesecondaryreturnperiodsbasedonthedailystreamflowdatacoveringtheperiodof1975-2009.Theresearchresultsindicatethatthehydro-logicaldroughtsofhighdroughtseverityandlongdurationaresubjectedtothedecreasingrisksfromtheup-pertothelowerEastR

7、iverbasin.However,thedroughtsofhigherseverityorlongdurationaresubjectedtothelowerriskintheupperEastRiverbasinwhencomparedtothoseinthelowerEastRiverbasin.Waterre-sourcesmanagementoftheEastRiverbasinshouldbeintegratedbytakingtheEastRiverbasinasawhole.Andtheresultsofthiss
