2、processesthroughwhichurbanelitesseektocontrolthedestinyofanAmericancity.Ifirstprovideasketchofhowgrowthcoalitionelitescometounderstandpowerinthecommunityandhowtheybelievetheyinfluencedecision-making.Understandingsandbeliefsaredecidedlyculturalrealms.Inthisstudy,
3、cultureisdefinedassituatedorpositionalknowledge,inthatwhatbecomesknowledgeisdeterminedbythepositionactorsoccupyinthesocialstructure.Torulethecity,whatmustbewonarenotjustproposalsandprograms,butthecityitself,asacognitivestructure.Whichpositionalcultureofthecitywi
4、llprevail?Whichisprevailing,andwhy?Second,Ilinkthisculturalaccounttoastructuralaccountofhowelitesrule,drawingonsocialnetworkanalysistechniquesinordertobringtotheforethetiesofinfluencethatworktoweavetogetherthecity‘svariousapparatusesofcontrol.Ultimately,thesetwo
5、themesseektoestablishtherelationshipbetweenelitenetworkarrangementsandtheirpositionalculturesthattogetherconditionaction,andareconditionedbyaction.Thechallengeinthispaper,then,istoweavetogetherculturalandstructuralmethodstoprovideananswertothequestions:Whorulest
6、hecity?Howdotheyrule?And,howdogrowthcoalitionelitesbelievetheyinfluencedecision-making?Tocarryoutthisstudy,95interviewswereconductedwithcommunityelitesthatwereidentifiedthroughinterorganizationalaffiliationandprestigenetworksofacitywithapopulationofover500,000pe
