3、streiintagreements,whichenabledundesirableimportstobecurtn订edinthefaceoftherulesimposedbytheGATT,aretobemorestringentlypunishedwithintheframeworkofthenewWorldTradeOrganisationWTO.Itisagainstthisbackgroundthatattentionhasincreasinglybeendrawntoanti-dumpingpoliciesasalegitimatestrategyagainstthetr

4、endtowardsfreetrade.Againstthebackgroundofamultilateraltradesystembasedonmost-favourednationstatusandequaltrcatmentofallmembercountries,anti-dumpingpolicies,legitimiseelasaz/legalobstacletounfairmethods'7,enableacountrytoraisethepriceof,andthushinder,undesiredimportsinaveryprecise,discriminatory

5、fashion.ItisincreasinglybeingclaimedthatEUanti-dumpingpoliciesarebeingusedlessasacorrectiveforunfairtradepracticesthanasanautonomousinstrumentofprotectionism.Preconditionsforanti-dumpingproceduresFromtheveryoutsettheoriginalGATTTreatymadeprovisioninArticleVIforanti-dumpingrcgulationsasameansofre

6、courseagainstunfairtradepractices.Theconditionsapplyingtoanti-dumpingprocedureswerespecifiedfurtherintheUruguayRound.Theiulesofthegame"havebeenrenderedmorepreciseinordertoimprovelegislativeconsistencyandtoensureinbothmaterialandinstitutiormltermsthattheauthoritiesbehavefairlyvisgtvisthepartiesin

7、volvedInthewakeofthisamendment,changeswerealsomadetotheECanti-dumpingregulation.Aswasthecasepreviously,itisorientedstrictlytowardstheGATTtext.Asignificantelementinmakingtheprocedureasfairaspossibleisitstransparency;theECtake
