1、论文题目NGO参与社区公共文化建设研究学科专业行政管理学位申请人田思敏指导教师何云峰教授摘要我国政府历来重视文化的建设，尤其是十八大报告中提出的建设社会主义文化强国的理念，更体现出了党中央在新世纪新阶段对我国文化发展的思路和部署。大力丰富人民群众的精神文化生活，不仅要深化各领域人民的文化生活，还要在居民的社区生活中实现文化的发展。现阶段，虽然政府重视社区文化的建设，但是由于传统行政管理方式的缺陷，造成了文化设施的浪费和效果的不理想。非政府组织不同于政府，其自身特有的优势，可以使其在参与社区公共文化建设中，达到降低成本，

2、提高效益的目标。本文在探讨非政府组织参与社区公共文化建设的理论依据和现实依据的基础上，以上海浦东新区罗山市民会馆为例，分析了非政府组织参与社区公共文化建设的现状。在此过程中，发现了非政府组织参与社区公共文化建设存在的问题，主要有非政府组织参与社区公共文化建设的主动性不足；参与的能力有待提高；参与的广泛性被束缚和一些非政府组织参与的效果不佳。针对上述存在的问题，文章提出了相应的对策，主要包括调动非政府组织的积极性、提高非政府组织的主动性；完善非政府组织的人才队伍建设，拓展资金渠道，提高非政府组织参与社区公共文化建设的能力
