1、政策网络结构与公共政策效能分析摘要每个公共政策在其运行过程中，都不可避免的会遇到一系列阻碍，从而产生公共政策效能非正常衰减现象。而本文在大量实地调研的基础上，参考了西方对于政策网络理论的现有观点，构建了新的政策网络结构模型，即单一型政策网络结构模型、专业型政策网络结构模型、有限开放型政策网络结构模型和开放型政策网络结构模型。并以此为基础从政策网络结构的角度对公共政策效能问题进行分析。通过对调查所得的数据的分析和归纳，本文得出我国公共政策网络与政策效能存在网络结构边界的开放程度与公共政策效能的正相关关系，以及公共政策网络纽带的强度与密度与公共政策效能之间的正相关关系等五条规律。再通过规律与现状的

2、对比分析，本文认为我国公共政策网络结构存在公共政策网络结构边界的开放程度不高、公共政策网络纽带的强度与密度不强、各阶段政策网络结构有待调整等问题。为解决上述问题，本文提出通过构建以政策网络结构边界开放机制、政策网络纽带强化机制、政策各阶段网络结构调整机制为核心的政策网络优化机制，来保障我国公共政策效能的正常发挥。关键词：政策网络，政策网络结构，政策效能THEANALYSIS0FPOLICYNETWORKSTRUCTUREANDPUBLICPOLICYEFFECTIVENESSAbstractEachpolicywouldunavoidablymeetsomeimpedimentsinitspr
