3、ingscheme,routingbutcertainlycouldprovideimprovedserviceforemergencies.algorithms,andotherhistoricalreasons.Recently,variousWedonotneedtowaitforISP’stodeploynewformsofoverlaynetworkshavebeenbuiltontopofoneorfunctionalities,orwaitforexpensiveISPcontract.Inaddit

4、ion,severalexistingnetworkarchitecturestoimplementnewfeaturesandfunctionalitiesthatcomplementorcircumventISP’susuallyoptimizetheirnetworkperformancebasedonperformanceprovidedbyadefaultnetwork.Thispaperexpectationsofnormalconditions,suchasregularnetworkoutlines

5、andevaluatesthepracticalwaytobuildanoverlaycongestionoccurringonthebottlenecklink,insteadofnetworkforconsiderationofIeprepandmakeitefficientlyconsideringdisastersintheirplanning.OverlaynodescanbedeliveremergencyservicetrafficovertheInternet.distributedacrossth
