4、aloguepartners,whiletheyhavepreferredbeingreferredtoastheG5.Althoughnotofficiallyendorsed,thebookfavourstheB(R)ICSAMterminology,standingforBrazil,Russia,India,China,SouthAfrica,andMexico,withtheRinbracketsasRussiaisalreadyaG8member.IftheG8hasbeenconsideredaneffectivecentreofgl
5、obalgovernance,itisillequippedtotackleemergingglobalproblems,suchasclimatechange.ToquoteAndrewCooper,theG8clubhasbeenconfrontedwithanaccentuateddoublecrisisoflegiti-macyandefficiency(p.2).TheG8,therefore,hasstruggledtodevelopaneffectivestrategyofengagingbigemergingpowersfromth
6、eSouth.FormerCanadianPrimeMinisterPaulMartinhadproposedanewLeaders20forum,toreplicateandcomplementtheinitiativeoftheG20financeministersandcentralbankgovernors,inplacesince1999.Forthoseinterestedinthemechanismsofglobalgovernance,asthesearrangementshavebeenprimarilyusedtocopewit
7、htherecentworldfinancialandeconomiccrisis,theymorereadilycometomindthantheG8.Incidentally,theG5countrieshavehadaleadingrolewithintheG20.Inthisrespect,notonlywasthebookpublishedalittlebeforetheoutsetofthecrisis,butsomeG8stateshavesoughtlessambitiouschanges.Amongthese,oneconsist
