2、,IFIP’saimistwo-fold:tosupportinformationprocessingwithinitsmembercountriesandtoencouragetechnologytransfertodevelopingnations.Asitsmissionstatementclearlystates,IFIP’smissionistobetheleading,trulyinternational,apoliticalorganizationwhichencouragesandassistsinthedevelopment,
3、exploitationandapplicationofinformationtechnologyforthebenefitofallpeople.IFIPisanon-profitmakingorganization,runalmostsolelyby2500volunteers.Itoperatesthroughanumberoftechnicalcommittees,whichorganizeeventsandpublications.IFIP’seventsrangefromaninternationalcongresstolocals
4、eminars,butthemostimportantare:TheIFIPWorldComputerCongress,heldeverysecondyear;Openconferences;Workingconferences.TheflagshipeventistheIFIPWorldComputerCongress,atwhichbothinvitedandcontributedpapersarepresented.Contributedpapersarerigorouslyrefereedandtherejectionrateishig
5、h.AswiththeCongress,participationintheopenconferencesisopentoallandpapersmaybeinvitedorsubmitted.Again,submittedpapersarestringentlyrefereed.Theworkingconferencesarestructureddifferently.Theyareusuallyrunbyaworkinggroupandattendanceissmallandbyinvitationonly.Theirpurposeisto
6、createanatmosphereconducivetoinnovationanddevelopment.Refereeingislessrigorousandpapersaresubjectedtoextensivegroupdiscussion.PublicationsarisingfromIFIPeventsvary.ThepaperspresentedattheIFIPWorldComputerCongressandatopenconferencesarepublishedasconferenceproceedings,whileth
7、eresultsoftheworkingconferencesareoftenpublishedascollectionsofselectedandeditedpapers.AnynationalsocietywhoseprimaryactivityisininformationmayapplytobecomeafullmemberofIFIP,althoughfullmembershipisrestrictedtoonesocietypercountry.FullmembersareentitledtovoteattheannualGener
