2、yÐandeconomicgrowth.Itisparticularlyconcernedwithreviewingthenatureoftheseinterlinkagesandthedegreetowhichacademicthinkinghascontributedtoourunderstandingofthemand,ultimately,tothemannerinwhichdevelopmentstrategiesanddevelopmentpoliciesaredesigned.Inbothitsprojectandprogramme-orientedactivi
3、tiesandinitsinternationalin¯uencingrole,theDepartmenthasacontinuingneedtodeveloptheunderstandingofhowtheserelationshipsareevolvingindierentcountriesand,thus,themosteectivemeansbywhichtheoverallaimofpovertyeliminationmightbeaddressed.TheAimTheAimoftheGovernmentisnow®rmlyestablished:theWhiteP
4、aperforInternationalDevelopment,entitledEliminatingWorldPoverty:AChallengeforthe21stCentury(DFID,1997),statesveryclearlythat:Weshallrefocusourinternationaldevelopmenteortsontheeliminationofpovertyandencouragementofeconomicgrowthwhichbene®tsthepoor.Additionally,theWhitePaperfocusesonamorecon
5、creteexpressionofthisAimanddeliversa®rmcommitmenttotheInternationalDevelopmentStrategyanditsgoals,andtotheirachievementthroughtheformationofpartnershipswithdevelopingcountries,donorsanddevelopmentagencies,inthepromotionofpro-poorsustain-ablegrowth.Thegoalsaredesignedtoprovideguidepostsorpro
