2、velopmentofthecity,butatthesametime,theybringmanyseriousurbanizationqualityproblems.Toomanyruralpopulationswanintobigcitiesmakingthesecitiesfaceplightsofpopulation,environment,resourcesandsocialimbalances.Thesemigrantworkersdon’tsharethesamepensionasurbanresidents,suchashealthcare,educ
3、ation,employment,housingandothersocialsecurityandpublicservices.Theyhavealowsenseofurbanidentityandneverstayalongtime.Thedeclineoftotalarablelandinruralareasandthelossofalargenumberoffarmersrestrictagriculturaldevelopment.Ruralhollowingbecomesmoreandmoreserious,thelivingsituationofpeop
4、lewhoremaininvillages,suchastheelderly,womenandchildrenisworrisome.Accumulatedcontradictionsandproblemsoftraditionalurbanizationpatternshavebecomeincreasinglyprominent,whichrestrictsthehealthydevelopmentofChina'surbanization.Itispressingtochangethewayofurbanization.TheThirdPlenarySessi
5、onoftheeighteenpartyproposedtokeeptothenewpathofurbanizationwithchinesecharacteristics,toenhanceboththequalityandlevelofurbanization.Thenewpathofurbanizationisbigandmedium-sizedcities,smalltownsandruralcommunitiesdevelopcoordinated.Itishuman-centered,focusingonfarmersandcoveringthecoun
