3、onmadeattheASEAN-ChinaSummitheldon6November2001inBandarSeriBegawan,BruneiDarussalam,regardingaFrameworkonEconomicCo-operationandtoestablishaChina-ASEANFreeTradeArea(“China-ASEANFTA”)withintenyearswithspecialanddifferentialtreatmentandflexibilityforthenewerASEANMemberStatesofCambodia,LaoPDR,My
4、anmarandVietNam(“thenewerASEANMemberStates”)andwithprovisionforanearlyharvestinwhichthelistofproductsandserviceswillbedeterminedbymutualconsultation;DESIRINGtoadoptaFrameworkAgreementonComprehensiveEconomicCo-operation(“thisAgreement”)betweenChinaandASEAN(collectively,“theParties”,orindividua
5、llyreferringtoanASEANMemberStateortoChinaasa“Party”)thatisforward-lookinginordertoforgeclosereconomicrelationsinthe21stcentury;DESIRINGtominimisebarriersanddeepeneconomiclinkagesbetweentheParties;lowercosts;increaseintra-regionaltradeandinvestment;increaseeconomicefficiency;createalargermarke
6、twithgreateropportunitiesandlargereconomiesofscaleforthebusinessesoftheParties;andenhancetheattractivenessofthePartiestocapitalandtalent;BEINGconfidentthattheestablishmentofaChina-ASEANFTAwillcreateapartnershipbetweentheParties,andprovideanimportantmechanismforstrengtheningco-operationandsupp
