3、stedintoconstructionofurbanrailtransitandtunnels；howeverChinaisadevelopingcountrywhosefinancialstrengthisnotstrongenough．Public-privatepartnership(PPP)financingmodelisthusintroducedtosolvetheproblem．ThepriceofPPPprojectsisoneofcriticalfactorsforproject’SSUCCesS，whichrelatest

4、othebenefitsofprivateinvestor,thepublicandthegovenunent．Thepurposeofthisarticleistoestablishascientificpricemodelsystembasedontheresearchonthepriceformationmechanismofurbantransportationinfrastructureproject(UTIP)product／service，whichcanprovidescientificfoundationforformulat

5、ingareasonablepricebygovernment，SOastoachievewin-win-winobjectforprivateinvestors，thepublicandthegovernment，topromotehealthyandsustainabledevelopmentoftheproject．Firstly,onthebasisoftypicalcasesandliteratureathomeandabroad,thispaperproposesthefactorswhichaffectpricingforUTIP

6、product／serviceunderPPPmodel．Thefactorsfireputoutfromdifferentaspectsofthegovernment，privateinvestors，thepublic，contractorsandoperators，andalsotakingtheproject，themarket，political，economic，social，legalsystemsandotherperspectivesintoconsideration．Based0nquestionnairesurveysan
