1、武汉理工大学博士学位论文区域突发公共事件应急联动体系研究姓名：蒋珩申请学位级别：博士专业：管理科学与工程指导教师：佘廉20061001行全面的、综合的反映和描述。本文以三峡库区为例，对区域突发公共事件应急联动体系的构建进行了实证分析。三峡库区是以大型水利枢纽为特征的跨行政区的区域，本文提出(1)成立基于政府管理的三峡库区突发事件预警联动中心。其联动范围包括整个三峡库区，实行跨省联动，库区中心下设二个分中心，分中心一管理库区重庆地段，分中心二管理库区湖北宜昌地段。(2)成立基于政府指导的三峡库区非政府
