1、摘要医疗卫生是人们获取健康和保证其生活质量的重要前提，对维护社会安定、促进社会公平正义起着至关重要的作用。巩固和发展新型农村合作医疗制度，促进农村医疗卫生事业发展，保障全体农民享有基本医疗卫生服务，既是建设社会主义新农村的重要目标，又是促进农村全面进步的根本保证。如何巩固和发展新型农村合作医疗制度，乃是推进农村改革和发展实践中提出的一个亟待解决的重大现实课题，因此，加强对巩固和发展新型农村合作医疗制度研究具有十分重要的现实意义。本研究对我国东、中、西部地区新型农村合作医疗制度的实施模式进行了综合评估，总结了东、中、西部地区全面推进新型农村合

2、作医疗制度的有益探索和成功经验。并在此基础上对现行农村合作医疗制度的现实困境进行了探讨，认为其困境主要表现在新型农村合作医疗制度的制度设计困境和资源配置困境。通过上述分析，本研究有针对性地提出了巩固和发展新型农村合作医疗制度的政策创新方案：一是要完善农村医疗救助制度；二是要健全农村三级医疗卫生服务网络；三是要加强农村医疗卫生人才队伍建设。关键词：新型农村合作医疗制度；模式评估；现实困境；政策创新方案ABSTRACTThemedicaltreatmentandsanitaryistheimportantpremiseforpeople’she
