1、华中科技大学硕士学位论文摘要伴随着经济的快速增长，一个以下岗、失业、残障、衰老、农民进城工为主的贫困群体、受歧视群体所构成的弱势阶层正在逐渐形成、蔓延和扩大，并且这个弱势群体的生存状态令人堪忧，已经对社会的稳定和发展构成隐患和阻碍，政府应该加快建立健全医疗救助体系，为弱势群体提供基本的医疗保障。弱势群体的医疗保障相当薄弱，最终使弱势群体游离于医疗保障制度之外。我国多层次的医疗保障体系正在逐渐形成。政府应强化不同层次的医疗保障分工和职能，才能充分发挥出医疗保障的积极作用。医疗保障的底线是医疗救助，本文重点就建立健全医疗救助体系进行了系统的阐述。各地在医疗救助方面

2、都做过许多有益的探索和实践，本文首先分析了目前医疗救助体系存在的许多问题。对于现有医疗救助体系的缺陷，本文有针对性地提出了加以完善的一些建议。本文提出了一些构想和规划。归纳出弱势群体医疗救助的一般原则，总结出了弱势群体医疗救助的基本思路，在救助方式上，实行三级医疗救助体制和双向转诊制度。对于弱势群体医疗救助的具体内容，本文结合各地实施医疗救助的经验，本文尝试提出了构建医疗救助体系的一个基本框架。关键词：弱势群体医疗救助医疗保障华中科技大学硕士学位论文AbstractAccompanywiththefastgrowthofeconomy，wearenoticin
