2、centlysignedthehistoricJointDeclaration.TheremarkablestoryofthesuccessfulhandoverofHongKongandthegreatprogressHongKonghascontinuedtomakeisanexampletotheworldofwhatcanbeachievedwhentwocountriescooperateinconfidenceandwithmutualrespect. Sincethen,Chinahaschangedalmostbeyondrecognition.

3、China’sNationalAnthemfamouslycallsonthepeopleofChinatostandupQilaiqilai(standup,standup)TodaytheChinesepeoplearenotjuststandingupintheirowncountrytheyarestandingupintheworld.Nolongercanpeopletalkabouttheglobaleconomywithoutincludingthecountrythathasgrownonaveragetenpercentayearforthr

4、eedecades.Nolongercanwetalkabouttrade…withoutthecountrythatisnowtheworld’slargestexporterandthirdlargestimporterAndnolongercanwedebateenergysecurityorclimatechangewithoutthecountrythatisoneoftheworld’sbiggestconsumerofenergy.Chinaisoncoursetoreclaim,laterthiscentury,itspositionasthew

5、orld’sbiggesteconomythepositionithasheldfor18ofthelast20centuries.andanachievementofwhichtheChinesepeoplearejustlyproud.Putsimply:Chinahasre-emergedasagreatglobalpower.ThreatorOpportunityNowpeoplecanreacttothisinoneoftwoways.TheycanseeChina’sriseasathreatortheycanseeitasanopportunity

6、.TheycanprotecttheirmarketsfromChinaoropentheirmarketstoChina. TheycantryandshutChinaoutorwelcomeChinain,toanewplaceatthetoptableofglobalaffairs.TherehasbeenachangeofGovernmentinBritainandachangeofPrimeMinister.ButonthisvitalpointthereisabsolutecontinuitybetweenmygovernmentandtheGove
