2、yandactedtokeepourclimatestable.BeaFriendoftheEarth–seethingsdifferently.1EnvironmentalImpactAssessmentAboutthisguideEnvironmentalImpactAssessment(EIA)isakeyaspectofmanyplanningapplications.Itisanassessmentwhichismeanttohelpusunderstandthepotentialenvironmentalimpactsofdevelopmentpropo

3、sals.UnfortunatelyboththeprocessandtheoutcomeofEIAcanbecomplexandconfusing,leavinglocalcommunitiesunsureastohowadevelopmentmightaffectthem.ThisguideisintendedasabroadintroductiontotheEnvironmentalImpactAssessment(EIA).Thematerialisdrawnfromregulationsandofficialguidanceandisdesignedtoh

4、elpyouunderstandwhatEIAisandinwhatcircumstancesitshouldhappen.TheguideisnotintendedtoprovideguidanceonhowtoprepareanEIAnorisitlegaladvice.Forexampleitdoesnotexplainhowtoprepareanarchaeologicalsurveyorlandscapeassessment.TheoverallthemeofthisguideistoencourageyoutoengageintheEIAprocess.

5、Expertsdonotalwaysknowbestandbyignoringlocalknowledge,theirdecisionsmayhavedisastrousconsequencesforlocalpeoplelivingneardevelopmentsites.Whatisenvironmentalimpactassessment?InanutshellEIAisjustaninformationgatheringexercisecarriedoutbythedeveloperwhichenablesaLocalPlanningAuthoritytou

6、nderstandtheenvironmentaleffectsofadevelopmentbeforedecidingwhetheritshouldgoahead.Thereallyimportantthingaboutenvironmentalassessmentsistheemphasisonusingthebestavailablesourcesofobjectiveinformationandincarryingoutasystematicandholisticprocess.Intheorythisshouldallowthewholecommunity

7、toproperlyunderstandtheimpactoftheproposeddevelopment.Environmentalassessmentshouldleadtobetterstandardsofdevelopmentandinsomecasesdevelopmentnothappeningatall.Wheredevelopmentsdogoahead,environmentalassessmentsshouldhelptoproposepropermitigationmeasures.Environmentalimpactassessment
