4、ergyRegulatoryCommission(FERCorCommission)prepareandpublishanannualreport,byappropriateregion,thatassesseselectricitydemandresponseresources,including2thoseavailablefromallconsumerclasses.3Commissionstaffreviewedinformationfromavarietyofsourcestodevelopthisyear’srepor

5、t,whichprovidesinformationondemandresponseandadvancedmeteringwithanemphasisonresults,activities,andregulatoryactionstakenoverthelastyear.Basedontheinformationreviewed,itappearsthat:Thepenetrationofadvancedmetersisupfrom8.7percentin2009to13.4percent;Demandresponsepot

6、entialinorganizedmarketsoperatedbytheElectricReliabilityCouncilofTexas(ERCOT),RegionalTransmissionOrganizations(RTOs)andIndependentSystemOperators(ISOs)increasedbymorethan16percentsince2009;DemandrespondedtopeakloademergencyconditionsinERCOTandtheRTOandISOorganizedma

7、rkets;andFederalandstateregulatorsandotherscontinuetofocusondemandresponse,takingactionstoremovebarrierstowholesaledemandresponseanddeveloppoliciestoaddresssmartgrid.Thereportisorganizedaccordingtothesixrequirementsincludedinsection1252(e)(3)ofEPAct2005,whichdirectst
