3、facilitatinginstitutionalenvironmentfordevelopingPPPprojectssuccess.Thispaperexaminessuchaquestion,focusingontheinstitutionalanalysisoftheChinesecontext.AtheoreticalframeworkofPPPgovernanceisfirstdeveloped,identifyingthelogicsandinteractionsofthedifferentiatinglevelsinthePPPsys
4、tem.Then,theinstitutionalframeworkofChinaispresentedwithregardtoitscultural,legal,andadministrativecharacteristics,astheembeddednessofPPPdevelopment.Thereafter,theevolutionofChineseinstitutionswithparticularregardtoPPPisanalyzed.Findingsshowthatchangesintheinstitutionalarrange
5、mentshavetogointandemwithintroductionofPPP,andperformanceofPPPiscloselyrelatedwithitsinstitutionalenvironment.SuggestionsareputforwardtoenhanceChina’sinstitutionalarrangementsforhealthyPPPpromotion,andtheimplicationsforgovernmentsandinvestorsinothercountriesaredescribed.©2014E
