2、防范腐败现象滋生和蔓延的监督制约机制，治理腐败的重点仍然是反腐败，而不是防止腐败上。因此，有效消除腐败机制和治理腐败现象的最佳选择是：围绕建设有中国特色的权力制约机制，建构结构性反腐败方略。微观上，应采取有力措施，阻断腐败机制的运行，即破坏腐败生成机制，抑制腐败自增强机制，打碎腐败调控机制。宏观上，首先加强执政党内部的权力制约，改革党内监督体制。其次健全我国人大的监督制约制度，完善对权力的获得、运行及滥用的监督和追究。再次建立司法独立制度，充分发挥司法机关在反腐败中的作用。关键词：腐败：腐败机制；权力制约
