3、condpartofthemeetinginvolvedelicitingandevaluatingideasaboutfuturedirectionsofinvestmentinclusterandrelatedindustries.Amodifiednominalgrouptechnique(Delpetal.1977)wasusedtosurfaceandobtainthisinformation.Wedonotpresentalloftheresultsfromthefocusgroupmeetingsbecausethereisinsufficientspace.However,o

4、nepartofthatdiscussionissharedtoshowhowthisprocessproducedinformationessentialfortheinitiationoftechnologypolicyatsubstatelevel.OneoftheCEOsofameatprocessingcompanytoldthegroupthathiscorporationhadjustoutsourcedallofitslogistics(acquisitionofinputsanddeliveryofoutputstothemarket)toalargegloballogis

5、ticsfirm.ThisresultedinstatementsfromthreeotherCEOsthattheircompanieswereinthemidstofmakingthesamedecision.Thisfurthersolidifiedobservationsfromthelogisticsintegrationliterature(Stough2001)andfromwhatwaslearnedinanalysesofotherVirginiaeconomicregionsthatlogisticaloutsourcingwasamajorandrapidlyevolv

6、ingnewelementofbusinessprocessinthestatesasinmanyotherpartsofthecountryandtheworld.Yetalloftheoutsourcingofthisfunctionwastolargenationalandinternationallogisticsservicesproviders.NonegoestolocalVirginiaproviders.Uponinvestigation,itwaslearnedthatnosuchcompanywasheadquarteredinVirginia.Thus,itwasre

7、cognizedthatasignificantpartoftheoperationsofVirginiabusinesseswerebeingoutsourced,i.e.exported,tocompaniesinatleastotherpartsoftheU.S.andwithitjobsandwealth.Arelatedrecommendationresultingfromthefocusgroup
