3、eroffact,allnationsaregoingtheirownwayandmakeanti-dumpingtheprincipalmeanstowagetradewars.WhydoesWTOsystemneedtoencompassanti-dumpingthatbyitsverynatureisprotective?Fromthepoliticalandeconomicpointofview,thegovernmentiseasilysubjecttothepressurefromcertaininterestgroups.Intha
4、tcase,anti-dumpingimpliesprotectionfordomesticmanufacturerscompetinginimport.Therefore,anti-dumpingisnotalwaysbasedonreasonableprinciplesofeconomics,butpoliticalandeconomicmattersthatassociatecloselywithpoliticalpoweraswellasprotectionseekingpressures.Astradeliberalizationisd
5、eepeningfromallovertheworld,moreandmoretradeprotectionistbarriersarebeingplaced.Theincreasinglyintenseinternationalanddomesticmarketsarepressurizingthegovernmentstoofferprotectionforimportcompetitorsfromhome.Thesepressuresmaystemfrom:concernsforpolitics,concernsforequalityorc
6、oncernsfortradepatriotism.Ontopofthat,monopoliesmayputpressureongovernmentsthroughpotentlobbying,requiringprotectionforimportindustry.Fromthegovernment’sperspective,itattachesmoreimportancetomanufacturers’interests.Thisisbecauseeveryoneknowshowtoconsumebutnoteveryone’sabletom
7、akeproduction.Hence,governmentstendtoprotectmanufacturerscontributingtothedevelopmentofdomesticindustryandconcernabouttheaccumulationofwealth.Anti-dumpingLawhasrequiredthegovernmentmeettheprotectionneedsfrommanufacturersathomeandprovideimplicitprotectivetoolsthatinlightofWTOr
