4、nbydescribingthesituationIfoundwhenIwasinauguratedonJanuary20:Thewarhadbeengoingonforfouryears.Thirty-onethousandAmericanshadbeenkilledinaction.ThetrainingprogramfortheSouthVietnamesewasbeyond[behind]schedule.Fivehundredandforty-thousandAmericanswereinVietnamwithnoplanstoreducethenumber.N

5、oprogresshadbeenmadeatthenegotiationsinParisandtheUnitedStateshadnotputforthacomprehensivepeaceproposal.　　Thewarwascausingdeepdivisionathomeandcriticismfrommanyofourfriends,aswellasourenemies,abroad.Inviewofthesecircumstances,thereweresomewhourgedthatIendthewaratoncebyorderingtheimmediate

6、withdrawalofallAmericanforces.Fromapoliticalstandpoint,thiswouldhavebeenapopularandeasycoursetofollow.Afterall,webecameinvolvedinthewarwhilemypredecessorwasinoffice.Icouldblamethedefeat,whichwouldbetheresultofmyaction,onhim--andcomeoutasthepeacemaker.Someputittomequitebluntly:Thiswastheon
