2、tiativeseekstoestablishacomprehensive,internationalinventoryoffastreactordataandknowledge,whichwouldbesufficienttoformthebasisforfastreactordevelopmentin30to40yearsfromnow.Thisknowledgebaseisintendedtoprovideaccesstothenationalguardiansofassuredqualityinformat
3、ioninthebasicresearch,design,safety,fabrication,construction,operation,andinthedecommissioningoffastreactors.Forthreedecadesseveralcountrieshadimportantfastbreederreactordevelopmentprograms.Fasttestreactors(Rapsodie(France),KNK-II(Germany),FBTR(India),JOYO(Jap
4、an),DFR(UK),BR-10,BOR-60(Russia),EBR-II,Fermi,FFTF(USA))wereoperatinginseveralcountries,withcommercialsizeprototypes(Phenix,Superphenix(France),SNR-300(Germany),MONJU(Japan),PFR(UK),BN-350(Kazakhstan),BN-600(Russia))justunderconstructionorcomingonline.However,
5、fromthe1980sonward,andmostlyforeconomicalandpoliticalreasons,fastreactordevelopmentingeneralbegantodecline.By1994,intheUSA,theClinchRiverBreederReactor(CRBR)hadbeencancelled,andthetwofastreactortestfacilities,FFTFandEBR-IIhadbeenshutdown-withEBR-IIpermanently,
6、andFFTF,untilrecently,instandbycondition,butnowalsofacingpermanentclosure.Thus,intheU.S.,effortessentiallydisappearedforfastbreederreactordevelopment.Similarly,programsinothernationswereterminatedorsubstantiallyreduced・InFrance,Superphenixwasshutdownattheendof
7、1998;SNR-300inGermanywascompletedbutnottakenintooperation,andKNK-IIwaspermanentlyshutdownin1991(after17yearsofoperation)andisscheduledtobedismantledby2004.IntheUK,PFRwasshutdownin1994,andinKazakhstan,BN-350wasshutdownin1998.Atthesametimethattheinterestinthefas
