1、内陆核电发展策略研究刘英伟，董毅漫，曲云欢，刘黎明，李小丁，李光辉(环境保护部核与辐射安全中心，北京100142)摘要：随着经济补会发展，对能源的需求越来越多，内陆核电的发展是我国能源发展的重要步骤。木文从我国能源发展的现状入手，分析了我国内陆核电发展的必要性与可行性，认为在内陆建设核电厂是我国耒來能源发展的一个必然方向，它能够起到调整能源结构、优化能源布局、保护环境的作用。为了更加稳妥地发展内陆核电，本文分析了我国内陆核电厂与滨海核电厂的差杲，确定了内陆核电发展需要格外关注的I大I素，根据上述分析及我国内陆核电当前的现状，本文认为确保安全是内陆核电发展的基础，取得公众认
2、对是内陆核电发展的关键。因此，本文从女全与公众认可两方面提出了内陆核电发展的建议，包括：严格遵导现有法律法规标准要求，从整个流域的层而考虑核电的选址，严格控制正常运行时的放射性流出物排放，确保核电应急计划的可实施性，考虑严朿事故引起的放射性释放的控制，加强内陆核电核与辐射安全法规标准的研究制定，加强内陆核电厂核与辎射安全的研发，加大政府的核安全监管力度，加强公众参与、信息公开。关键词：核电站；内陆核电；安全要求；法规；能源中图分类号：TL48InlandNuclearPowerPlantDevelopmentAnalysisLiuYingwei,DongYiman,QuY
