1、摘要历经多年的改革，我国的医疗卫生体制和医疗保障制度取得了若干阶段性的成果尤其是2009年国务院《关于深化医药卫生体制改革的意见》（简称新医改方案）的确立，为城镇职工、城镇居民和农村居民以及城乡困难群体都建立起相应的医疗保障制度。新医改方案明确了基本医疗保障的全而覆盖以及医疗机构公益化的总体导向，对政府财政提出了更高的要求。本文从政府医疗保障财政责任的概念和内涵出发，系统考察了我国财政支持医疗保障的变迁历程及其政府责任变化，借鉴外国医疗保障制度中的不同政府财政责任的经验，对中国政府医疗保障财政责任的丿力史演变过程做出总结

2、。随后通过寻找政府医疗保障财政责任的理论依据，对中国政府医疗保障财政责任进行界定，从公共经济学、福利经济学、福利国家理论、健康经济学及公共财政理论角度出发，总结出屮国政府医疗保障财政责任的主要内容是医疗保险补助、医疗救助、公费医疗以及公务员补助；在上述定性分析的基础上，对中国政府医疗保障财政责任的资金需求进行了测算；并通过中国政府医疗保障财政责任现状分析得出：政府医疗保障财政责任定位模糊、医疗保障财政支出总量不足、医疗保障财政责任和医疗救助财政责任没有到位等问题；最后针对这些问题提出对策建议:政府应该明晰口身医疗保障财政
