2、lity.Thisgrowthhasalsobeenaccompaniedbysubstantialincreasesinairandwaterpollution,resourcedegradation,escalatingenergyuse,andattendantgreenhousegas(GHG)emissions.Mostanalystsagreethatdecliningenvironmentalqualitywithintheregioniscloselytiedtofailuresofpolicyandweaknessofinstitut
3、ions.Whereenvironmentalregulatoryinstitutionshavebeenstrengthenedandwellresourced,as,forexample,inSingapore,MalaysiaandChineseTaipei(Taiwan),theresulthasbeenareductioninindustrialpollution,landegradationandotherenvironmentallydamagingprocesses.However,especiallywithinthelowerinc
4、omeeconomiesintheregion,incrementalimprovementsinenvironmentalregulatorypolicytypicallyhavebeenover-riddenbythescaleeffectsofincreasedproduction,consumptionandresourceuse.Inresponsetothesechallenges,countrieshavebeguntoexploreadditionalapproachestoimprovingtheenvironmentalperfor
5、manceofindustry,includingthedirectintegrationofeconomicandenvironmentalpolicywithinaframeworkofwhathasbeenlabelled‘policyintegration.’Inthisarticlewereportonresearchthatseekstodocumentachievementsinoneparticularformofpolicyintegration,i.e.,theintegrationofenvironmentalconcernsin
6、tothemandateofeconomicdevelopmentagencieswithintheregion.NowhereintheworldisthechallengeofindustrialtransformationofgreatersignificancethanintherapidlyindustrializingandurbanisingeconomiesofdevelopingAsia.TheshareofindustrialoutputinAsiaincreasedfromapproximately10%ofglobaloutpu
7、tin1950to30%in1995;itsshareisexpectedtoreach55%to60%by2025.Unlesstherearetechnologicalandotherchangesthatreducetheenergy,materials,waterandpollutionintensitiesofindustrialproduction,theseabsoluteincreasesinindustrialoutputwillpresageequallylargeincreasesin6resourceuseandpollutio
