2、方地权力关系的平衡机制，以使中央与地方关系实现制度化、规范化。本文旨在通过中央与地方权力关系的演变提出当前我国中央与地方权力关系中存在的矛盾和问题，提出应对策略，并将其作为构建社会主义和谐社会的一个系统工程。中央与地方关系和谐与否，不仅关系到我国的社会主义现代化建设与和谐社会的构建，而且对我国的政治运作与行政管理体制的改革，都具有重要的理论与现实意义。关键词：中央与地方关系，分权，中央政府，地方政府，权力，和谐EvolvingofPower-relationshipBetweenCentralandLocalGovernmentABSTRACTRelationshipsbet
