2、nditionsfortheinclusionofthefifteenadministrativelicerisingdecisionsmadebytheStateCouncilhavebeendiscussedandadoptedontheforty-fifthexecutivemeetingoftheMinistryofconstructiononSeptember2004,29,andareherebypromulgatedandshallcomeintoforceasofDecember1,2004.MinisterWangGuangtaoT

3、woyearsfour,October15thProvisionsoftheMinistryofconstructionontheconditionsfortheinclusionofthefifteenadministrativelicensingdecisionsoftheStateCouncilAccordingtothez/administrativelicensinglaw，zandthe'"decisionoftheStateCouncilontheestablishmentofadministrstivelicensingshallbe

4、retainedfortheadministrstiveexaminationandapprovalitems"(StateCouncilDecreeNo.412nd)therelevantprovisionsoftheStateCouncildecidedtolistfifteenrelatedfunctionsoftheMinistryofconstructionofadministrativelicensingconditionsstipulatedasfollows,implementedsinceDecember1,2004.Theprov

5、isionsoftheregulationsandnormativedocumentsoftheMinistryofconstructionconcerningtheprovisionsofthesefifteenadministrativelicensingconditionsareinconsistentwiththecontentsoftheseProvisions,andshallapplytotheseregulations.I.qualificationsforregistrationofurbanplanners1.Initialreg

6、istration(1)within3yearsofobtainingthequalificationcertificateforregisteredurbanplanners;(2)agreedbytheunit・2.Renewalofregistration(1)3monthsbeforetheexpirationoftheregistrationperiod;(2)thecontinuingeducationcertificateofurbanplanningapprovedbytheMinistryofconstruction;(3)agre

7、edbytheunit・3.oneofthefollowingconditionsmayapplyforregistrationofchange(1)intheperiodofvalidityoftheregistration,theretiredunitisnolongeremployed;(1)thenameoftheunitchanged;(2)jobtransfer・Two,constructioncostconsultingenterprisequalificationrequirements1classaqualification(1)h
