3、ileindustryplaysasignificantroleinnationaleconomyandsocialdevelopment.WiththerapideconomicdevelopmentofChinaandaccelerationofurbanization,thelong-periodtocomewillseethecontinuedgrowthofdemandforvehiclesaswellastheintensificationofenergyconstraintsandenvironmentalstre

4、ss.Thus,toacceleratethedevelopmentofenergy-savingandnewenergyvehicleswillgreatlyrelieveenergyandenvironmentpressure,promotethesustainabledevelopmentofautomobileindustry,andaccelerateindustryrestructuringandupgradingtofosternewsourcesofeconomicgrowthandglobalcompetiti

5、veness.Withaplanningperiodfrom2012to2020,thePlanisformulatedtoimplementthedecisionsandarrangementsoftheStateCouncilondevelopmentofstrategicemergingindustryandaccelerationofenergysavingandemissionreductionandtopromotethedevelopmentofenergy-savingandnewenergyautomobile

6、industry.I.DevelopmentStatusandSituationConfrontedNewenergyvehicleisatypeofvehiclewithnewpowersystemcompletelyormainlydrivenbynewenergy.NewenergyvehiclesinthePlanincludepureelectricvehicles,plug-inhybridelectricvehiclesandfuel-cellvehicles.Energy-savingvehiclesrefert

7、ovehiclesusinginternalcombustionenginesforpropulsionwithfuelconsumptionunderoverallworkingconditionslessthanthetargetamountofnextstage.Itisessentialtodevelopenergy-savingandnewenergyvehiclestoreducevehiclefuelconsumption,easedemandandsupplycontradictionsoffuel,decrea
