1、-19-INTERNATIONALREGULATIONFORPREVENTINGCOLLISIONSATSEA,1972PARTA-GENERALRULE1APPLICATION(a)TheseRulesshallapplytoallvesselsuponthehighandinallwatersconnectedtherewithnavigablebyseagoingvessels.(b)NothingintheseRulesshallinterferewiththeoperatingofspecialrulesmadebyanappropriateauthorityforro
2、adsteads,harbours,rivers,lakesorinlandwaterwaysconnectedwiththehighseasandnavigablebyseagoingvessels.SuchspecialrulesshallconformascloselyaspossibletotheseRules.(c)NothingintheseRulesshallinterferewiththeoperationofanyspecialrulesbytheGovernmentofanyStatewithrespectadditionalstationorsignalli
3、ghts,shapesorwhistlesignalsforshipsofwarandvesselsproceedingunderconvoy,orwithrespecttoadditionalstationorsignallightsorshapesforfishingvesselsengagedinfishingasafleet.Theseadditionalstationorsignallights,shapesorwhistlesignalsshall,sofaraspossible,besuchthattheycannotbemistakenforanylights,s
4、hapesorsignalauthorizedelsewhereundertheseRules.(d)TrafficseparationschemesmaybeadoptedbytheOrganizationforthepurposeoftheseRules.(e)WhenevertheGovernmentconcernedshallhavedeterminedthatavesselsofspecialconstructionorpurposecannotcomplyfullywiththeprovisionsofanyoftheseRuleswithrespecttothenu
5、mber,position,rangeorarcofvisibilityoflightsorshapes,aswellastothedispositionandcharacteristicsofsound-signallingappliances,suchvesselsshallcomplywithsuchotherprovisionsinregardtothenumber,position,rangeorarcofvisibilityoflightsorshapes,aswellastothedispositionandcharacteristicsofsoundsignali
6、ngappliances,asherGovernmentshallhavedeterminedtobetheclosestpossiblecompliancewiththeseRulesinrespectofthatvessel.RULE2Responsibility(a)NothingintheseRulesshallexonerateanyvessel,ortheowner,masterorcrewthereof,fromtheconsequencesofanyneglecttocomplywiththeseRulesoroftheneglectofanyprecaution
7、whichmayberequiredbytheordinarypracticeofseaman,orthespecialcircumstancesofthecase.(b)InconstruingandcomplyingwiththeseRulesdueregardshallbehadtodangersofnavigationandcollisionsandtoanyspecialcircumstances,includingthelimitationsofthevesselsi
