2、2个方面分析了北京市农村基础设施建设的劣势;从国家宏观政策、经济支持2个方面分析了北京市农村基础设施建设的机遇;从耕地保护和环境保护2个方面分析了北京市基础设施建设所面临的威胁。为了进一步促进北京市农村基础设施建设,建设社会主义新农村,提出了以下对策建议:一是调整政府财政政策趋向,加大对农村基础设施建设的投资力度;二是完善法律体系,为基础设施建设提供制度性保障;三是建立健农村全基础设施监管体系,建好、管好、用好基础设施;四是重视不同地区需求差异,由同一标准向分类建设倾科;五是加强对资金和管理经营的监督,提高资金使

6、portformthemacrocontrolofthestateandthethreatsareanalyzedfromtheaspectoflandpreservationandenvironmentprotection.ThusinordertofurtherpromotetheBeijingruralinfrastructureconstructionandincreasetheinvestmentinruralinfrastructureconstruction,thefollowingcounte
7、rmeasuresareputforward.Inthefirstplace,thegovernmentshouldadjustthefiscalpoliciesandincreasetheinvestmentinruralinfrastructureconstruction.Inthesecondplace,thelawsshouldbeperfectedtoprovideconstitutionalguaranteeforinfrastructureconstruction.Inthethirdplace,
