1、运维变革支撑网络转型固网运营商向现代化综合信息服务提供商转型已是大势所趋。转型对电信企业的运维工作提出了挑战，激烈的市场竞争给网络运维工作带来了巨大压力。运维部门要进一步转变观念，面向客户、面向市场、面向服务，通过建设完善的业务服务响应支撑体系，创新服务内容，延伸服务范围，实现业务服务响应支撑工作的制度化、规范化和体系化，通过建立网络维护与市场经营紧密联系的全方位服务链条，前后联动，形成合力，全面提高对市场和客户的支撑能力。根据市场环境的需要和电信企业运维体系目前的现状，笔者认为电信企业运维体系应该坚持“保证质量，降低成本，提高效率，强化支撑，加强基础管理”的

2、方针，面向市场、面向客户、面向服务，继续深化运维体制改革，积极推进网络演进、管理转型、服务创新，逐步建立以可靠的网络保障、有效的市场支撑、科学的成本管控和高效的资源利用为特征的新型运维体系，为实现电信企业的各项目标提供有力的网络支撑。具体来说，可以从以下四个方面入手，实行变革，以实现对企业网络转型的支撑。优化运维体系组织结构为了解决设备中心和网管中心之间的冲突问题，建议电信企业优化运维体系的组织结构。党的基层组织建设有了新突破，党的作风建设有了新加强，为全镇发展经济、提高人民生活永平提供了坚实基础和强大动力carriedout;4)forspringhange
